Bylaws
For the association named: Lebanese Libraries Association
 
 
Article 1: General Assembly
The general assembly is constituted from all actual members of the association.
 
Article 2: The general assembly holds its regular meetings every: twice or more per year if necessary, and exceptional meetings are held if the president called for them after the administrative council or ten percent of the general assembly asked for it.
 
Article 3: Competencies of general assembly:
 
1-      Electing the administrative council by secret vote.
 
2-      Listening to reports submitted by the administrative council, discussing accomplished tasks and projects ready for execution and stating opinions about projects.
 
3-      Proposing suggestions and recommendations to the administrative council.
 
4-      Discussing the budget of the association and declaring the decisive account for the past year.
 
5-      Amending the bylaws of the association.
 
Article 4: The administrative board:
 
                    The administrative board consists of ten members elected in secret vote by the general assembly. The presence of quorum is the condition where more than half the members of the general assembly are present.
 
Article 5: In elections:
 
1-      The administrative board is elected every two years.
2-      The administrative board specifies the date of electing the new administrative board one month before its duration ends.
 
3-      Election results are declared immediately after votes are counted. The candidate who gets the highest number of votes is considered a winner.
 
 
4-      If two or more candidates are equal in votes, the winner “will be the one who is the oldest in membership and if they are equal again the oldest in age will be the winner”.
 
Article 6: The administrative board publishes a primary list of candidates in the association’s headquarters one month before the elections date. Objections on them are accepted until one week before the day of elections, after that time the names will be final.
 
Article 7: The candidacy application is submitted to the administrative board which considers the necessary conditions. Then the names of the accepted candidates are published in the association’s headquarters ten days before the date of elections and objections are accepted until one week before the day of elections, after that time the names will be final.
 
Article 8: If three places in the administrative council are unoccupied electing successors must take place if more than six months from the administrative council’s duration still remains.
 
Article 9: In meetings:
                     The administrative council holds ordinary meetings every fifteen days. It holds in ordinary meetings if the president called for them to discuss and decide on specified things mentioned in the call.
 
Article 10: 1- The legal quorum of the administrative council is the presence of more than half the members.
 
                     2- The meeting begins in reading the minutes of the last meeting for approval.
                     3- The decisions in the administrative council are legally taken by majority of votes, “if the votes are equal then the vote of the president will be the casting vote”.
 
In Competencies:
A-     Chairman of the Administrative Council:
 
1-      He chairs the association in its both bodies.
 
2-      He chairs the meetings of the general assembly and administrative body, and observes the committees work.
 
 
3-      Signs all letters and financial transfers.
 
4-      He has the right to call the administrative council and the general assembly to in ordinary meetings according to this law.
 
 
B- Vice President:
He represents the president in his absence.
 
C- Secretary:
 
1- Keeps and organizes the minutes of meetings and decisions of the general and administrative bodies.
 
                  2- Receives incoming calls and refers it to the presidency, then he takes care of putting answers and sending them.
 
                  3- Sends initiations and informs the people concerned about the association's decisions.
 
D- Treasurer:
 
1- Keeps all money, movable and immovable property; he will be responsible for them.
 
2- Collects membership fees according to receipts with   counterfoils.
   3- He is considered a "permanent" member in the financial committee.
 
4- Collects all money, transfers and bills mentioned above.
 
5- Presents financial or real estate or bank guarantee according to the decision of the administrative council which specifies the value of guarantee.
 
E- Accountant:
 
1- Observes the finances of the association.
 
2- He is responsible for all the association's property.
 
3- He is considered a "permanent" member in the financial committee.
 
Article 11: In committees:
 
1-      Every committee, within its specialization, prepares project studies which are submitted or referred to it and works for executing them after approval by the administrative council.
 
2-      Every committee has a chairman and a reporter.
 
 
3-      Membership of committees is open to all active members of the association. Every member has the right to join more than one committee.
 
4-      The members of the general assembly choose the members of committees by secret vote.
 
Article 12: In the finances of the association:
 
         According to the decision of the administrative council, the membership annual fees are 12000.00 LL Lebanese pounds for every member paid in installments and 25000.00 LP to institutions.
 
Article 13: Any amount of the association's money is paid only according to a decision taken by the administrative council; exceptionally the president has the right to order the payment of any amount not exceeding 50000.00 Lebanese pounds on condition that the administrative council approves on this payment in the first meeting it holds.
 
Article 14: The treasurer does not have the right to pay any amount of the association's money except by a payment order signed by the president and treasurer stating the way and reason of payment.
 
Article 15: Any amount of money exceeding ___________________ Lebanese pounds of the association's money is kept in a bank specified by the administrative council.
 
Article 16: In Penalties:
If any member commits anything that causes moral or physical damage to the association or he passes his competencies, he will be referred to a disciplinary council from the administrative council to examine the accusation and penalty necessary. Then they prepare a recommendation to the administrative council which takes the decision. The approval of two thirds of the administrative council on the penalty decision is necessary. The member has the right to plead in front of the general assembly with in two weeks of his notification.
 
Article 17:
1- Every member "who loses any condition of membership in the association, did not attend four consecutive meetings without legal reason or does not pay his membership fees after one month warning is considered resigned.
         2- If the resigned member or who is considered resigning is a "member" in the administrative council, he loses his membership in the general assembly.
 
Article 18: The general assembly may amend this law by its majority members according to a suggestion from the administrative council or a suggestion from 20% of the general assembly members.

Article1:An association was established in the Lebanese Republic called: Lebanese 
               Libraries Association. It is a nonpolitical and non profitable association.

Article 3: Association’s Objectives:
               Raising up the standards of libraries and the employees working in them, 
               enhancing the library in Lebanon, encouraging reading, working on 
               establishing public libraries and developing bibliographical researches etc…
 
 
Article 4: The Association’s financial resources constitute from:
 
               1- Subscription of members
               2- Governmental aids
               3- Contribution, donations and advice
 
               The money of the association is spent for accomplishing its objectives.
 
 
Article 5: The association constitutes of two bodies: the general assembly and the
                administrative board.
                The administrative board represents the association and directs it according to
                 its regulations and the laws in force.
 
 
Article 6: The internal regulations of the association may include special committees and
                bodies which names, missions, and the way of choosing their members or
                nominating them are mentioned in the articles of the association.
 
 
Article 7: Becoming a member in the association:
 
               To be a member in the association it is necessary to be:
           
                1- Must complete twenty one years of age
 
                2- Must enjoy his civil rights and must not be condemned in a crime or
                    misdemeanor.
 
                3- Must accept the regulations of the association and work on attaining its
                    objectives.
 
                 4- Any body who lives in Lebanon and works in a library or has worked as a
                     librarian is accepted to be a member in the association
 
                 5- Private and public libraries have the right to be members in the association.
 
 
Article 8: Procedures to become a member:
 
                - Everybody who fulfills the conditions of membership has to submit a written
                  application declaring that he wants to become a member in the association
                  attached with a police clearance and a copy of his identity card.
 
                - The administrative council studies the application and the attached
                   documents in a legal meeting, and then the suitable decision is taken by
                   majority members.
 
 
Article 9: The general assembly consists of all actual members of the association. Its  
               competence and functions are detailed in the bylaws.
 
 
Article 10: The administrative board consists of ten members elected by the general
                 assembly in secret vote, on condition that the quorum which is more than half 
                 the members of the general assembly will be present in the vote session. The
                 duration of the administrative board is two years. The election session is
                 conducted by at least a group of three members of the general assembly.
                 Election will be supervised by a representative from the directorate of general
                 interior when necessary.
 
 
Article 11: It is necessary to give the political and administrative affairs department-
                 associations division in the directorate of general interior a copy of the
                 election of administrative board declaration which specifies that date and
                 place of election one month before the specified time. The security authority
                 in the region must be informed about the specified place to elect the members
                 of administrative board.
 
Article 12: The administrative board is elected then its functions are specified
                 immediately if the association’s bylaws mentioned literally. Otherwise the
                 elected administrative board meets presided by the oldest member and
                 chooses between its members a president, vice president, secretary,
                 treasurer and an accountant; also a representative in front of the government
                 will be in charge.
 
                Two jobs in the administrative board can be given to one member except the
                 right to take decisions and spend money. The duties of the administrative
                 board and any of its members are specified in the bylaws of the association.
 
 
 
Article 13: The founders of the association assume the responsibility of the administrative 
                   board for ______ years of the date of the license decree.
 
                  Amendment:
                             The general assembly may amend this article of association according
                  to a suggestion by the administrative board or 20% (twenty percent) of the
                  general assembly. Amendment will be valid if at least two thirds of the
                  members are present and 51% of all the general assembly members agree.
 
 
Article 14: The association has the right to organize the election of a new administrative
                  board before the duration of the previous board ends if one third of its
                  members suggest and at least 51% of them agree organizing it.
 
 
Article 15: In addition to the conditions stipulated in the law of associations, the
                association can be dissolved according to a demand submitted by the
                association on the basis of a decision taken by the general assembly with the
                agreement of at least 75% of its members, the date of taking the decision of
                dissolving the association.
 
 
Article 16: If the association was dissolved then its money and properties will be the
                 property of the National Public Library. Then they may be spent and allotted
                 to the region of its services.
